Letter to “Maj. Genl. E. A. Hitchcock, Commissioner for Exchange of Prisoners,” in part: “I enclose you a letter from a ‘prisoner of war,’ now confined at Elmira N.Y. If he could be released on condition of taking the ‘oath of allegiance’…it would be an act of charity to his suffering family.” In fine condition, with intersecting folds.
